To assure that in any space where incarceration is being discussed that women’s incarceration is being included in that conversation and led by a Justice Impacted Woman.
Our History
FREE is a project led by criminal-legal system-impacted women in the state of Wisconsin. FREE focuses on the gender-specific experiences and collateral consequences of interacting with the criminal legal system. Nationally, women’s rates of incarceration are growing at twice the rate of men’s. Around 3000 women and girls are in state and local facilities in WI, and 13,061 women are under the supervision of the state on parole or probation. Incarcerated women have disproportionate experiences of lifelong trauma, abuse, and co-occurring disorders.
EXPO emerged in 2014, when a group of WISDOM members who were directly impacted by incarceration formed their own affiliate as a space to support one another and specifically build the voice and capacity of impacted individuals and families. WISDOM is an umbrella organization for 13 local, non-denominational faith-based “affiliates” across WI (for instance, MICAH in Milwaukee, JONAH in Eau Claire, and MOSES in Madison). EXPO obtained its own 501c3 in late 2020 and remains an affiliate of WISDOM; it is unique in that it draws its members from around the state (meeting in local ‘chapters’) based on lived experience. EXPO broke ground as an organization led by justice-impacted people. However, women within EXPO eventually realized that they needed their own space to support each other and to build power to address the gender-specific impacts of mass incarceration. FREE began in 2016 with discussions between Sarah Ferber, Associate Director of EXPO; Melissa Ludin, EXPO Board President; and Catoya Roberts, Director of MICAH. Since then, FREE has begun to grow via incubation in the WISDOM network, and became its own entity in 2023.

We support formerly incarcerated women as they rebuild their lives, strengthen their voices, and step into leadership. Through community, training, and civic engagement, we create spaces where women are seen, supported, and empowered to shape the policies and systems that impact their lives.
Community & Base Building
Sister Circles:
Sister Circles are safe, supportive spaces where women with lived experience come together to build trust, share stories, and support one another. These circles foster healing, leadership, and connection — reminding women they are not alone and that their voices matter.
Local Chapter Meetings:
Our local chapters meet regularly to build relationships, share resources, and organize around community needs. Meetings are open, welcoming, and grounded in mutual respect and shared leadership.
Community Presentations:
We present information about our work in spaces where formerly incarcerated women are already connected, including reentry housing, recovery courts, and Departments of Community Corrections. These presentations introduce opportunities for support, leadership, and civic engagement.
Training Opportunities
Fellowship:
Our fellowship program provides deeper leadership development for women ready to grow their skills, confidence, and impact. Fellows receive training, mentorship, and hands-on experience while building strong connections with women across the state.
Leadership Development Training:
Leadership training is available to women who are consistently volunteering and engaging at the local level. Trainings focus on communication, advocacy, organizing, and personal leadership growth — meeting women where they are and helping them take the next step.

Opportunities for Civic Engagement
Listening Sessions:
Listening sessions center the voices of formerly incarcerated women, creating space to share lived experiences and identify community priorities. These sessions help shape our advocacy and ensure our work reflects real needs.
Public Meetings:
Members are supported to attend and participate in public meetings, including city council, county board, and other local government spaces. We help women understand the process and build confidence to speak up.
Voter Engagement:
We educate and engage women around voting rights, civic participation, and the power of collective action — especially for those who have been historically excluded from the process.
Voter Registration:
We support eligible community members with voter registration and provide accurate information about voting rights and upcoming elections.
Justice Reform Advocacy:
Women in our network have opportunities to speak directly to decision-makers at city councils, county boards, state legislatures, and beyond — advocating for policies rooted in lived experience and community care.

Yolanda Perkins
Co-Executive Director
Yolanda Perkins is a Co-Executive Director of Free Movement, bringing more than a decade of experience in organizing, data collection, and leadership development. Her work has focused on advancing democracy, justice, and equity through voter engagement, election protection, and amplifying the voices of families impacted by systems of harm. In leadership roles with organizations such as NextGen America, WISDOM Inc., Wisconsin Voices, and Wellstone Action, Yolanda has led statewide training programs, large-scale canvassing efforts, and organizer development initiatives. Guided by the belief that resilience is not just about surviving systems but reshaping them, she centers directly impacted people in building community-led solutions and collective power.

Sarah Ferber
Co-Executive Director
Sarah Ferber is a Co-Executive Director and co-founder of Free Movement, where she provides organizational stewardship and helps lead the organization’s housing campaign. Her lived experience shapes her commitment to justice reform, particularly expanding housing access for people with conviction histories. Sarah began organizing in 2015 with EXPO, where she played a key role in developing the Chippewa Valley Chapter.
She earned a Journalism Certificate in Social Advocacy and Change while organizing with EXPO, alongside academic training in social work at the University of Wisconsin–Eau Claire. Sarah believes there is a place for every person in the movement and that meaningful change requires a wide range of lived experiences. She believes people are valuable exactly as they are, that lived experience makes people the experts on how systems cause harm, and that those most impacted must be centered in shaping what works better. Sarah works remotely from Eau Claire and is also engaged in building a Free Movement chapter in Northwestern Wisconsin.

Juliann Bliefnick
Northeastern Wisconsin Community Organizer
Juliann Bliefnick grew up on a dairy farm near Waupun, Wisconsin, a community surrounded by multiple state prisons. After experiencing significant trauma and substance use disorder, Juli was incarcerated in the same system she had lived alongside for much of her life. That experience shaped her path toward personal and professional growth and led her to her role as Free Movement’s Northeastern Wisconsin Community Organizer.
While incarcerated, she became pro-literacy certified, tutored women earning their GEDs and HSEDs, supported others using her Spanish language skills, wrote two books, and completed college coursework through correspondence. She later graduated with honors from UW–Oshkosh with a BA in Organizational Administration and a Certificate in Leadership Development. Juli is committed to decarceration, dismantling systems of oppression, and improving the lives of women impacted by trauma, addiction, and incarceration.

Ivory Roberts
Resource Development Coordinator
Ivory Roberts is the Resource Development Coordinator for Free Movement, where she leads grant writing efforts to secure resources and support the organization’s growth. Born and raised in Milwaukee, Wisconsin, Ivory is indirectly impacted by the justice system, with both of her parents and other immediate family members having experienced incarceration.
She brings a background in finance and law to her work, earning a bachelor’s degree in finance from the University of Wisconsin–Milwaukee and a Juris Doctor from Syracuse University College of Law. Ivory is driven by a commitment to justice and a desire to challenge systems that disproportionately harm Black communities, using her skills, access, and resources to help create meaningful change.

Molly Clark-Barol
Evaluation & Research Advisor, Academic Partnerships
Molly Clark-Barol has worked with Free Movement since 2017 in various capacities, providing leadership and support on research, evaluation, and strategic planning. She holds a PhD in Sociology from the University of Wisconsin–Madison and brings nearly 15 years of experience in participatory and community-engaged research. Molly believes in the power of the sociological imagination—the ability to connect personal experiences to broader social structures—and sees research as a collaborative tool for shared understanding and meaningful change, always centering the lived experiences of those most impacted.

Ray Mendoza
Outreach and Training Coordinator
Ray Mendoza is a Marine Corps veteran who has been involved in community youth work since the mid-1990s. He has served as a peer facilitator trainer and as an elementary and middle school speaker focused on preventing youth gang involvement and violence. After serving 17 years of a 20-year federal sentence, Ray returned home to work as a violence interrupter and mentor within Milwaukee’s street community. He is a nationally trained and certified Credible Messenger through PCITI and is also a trained Circle of Support facilitator and trainer.
